Here in the St. Louis area we have been very naughty air polluters in the past, so we've been subject to the "Gateway Clean Air Program" since 2000. In addition to jacking up the MTBE concentrations and stripping out even more of the helpful polymers in our fuel, emissions testing has become much more strict. A new policy this year is OBDII pass/fail testing for all applicable 1996 and up vehicles. No more probe in the tail pipe. What kind information would they be looking at? Is the anything in a after-market PCM tune that would throw a red flag?
Just to be fair, it has helped our air quality. The bitch is that you still have to make a trip to a local "shop" for mechanical inspection. So every other year there's an appointment with an inspector, a trip to emissions testing and a visit to the DMV. Plus, the emissions test runs $24, and that's in addition to the cost of the mechanical inspectionAlong with license renewal fees, it's more than $75 to get a renewed plate sticker.
