I dont think that PCM will convert to your year. I could be wrong. I think its only for like the 99-02
1951 3100
1984 C10
You can swap in the 411 PCM and use a 2001-2002 Express van cal file as they used the Vortec 305 and 350 as they are controlled by the 411 PCM. Then you can use EFILive and HPTuners.
I use Tunercats OBD2 personally.
Here is a thread on the 411 swap into OBS trucks.

You will need to register on the PPE site that the link above came from, then PM Lextech with your email adress and he will send you out the wiring file for the 1996 Vortec 411 swap.
You need to push out the PCM pins from the 4 Vortec connectors and then push them into the corrcet spot of the 2 80 pin 411 PCM connectors. Then you load a van tune into the 411 and the truck starts up and drives.
Takes about 3 hrs to do.
The Vortec 305/350 vans in 2001-2002 use the 85mm MAF that the Vettes and 99+ GEN 3 engined trucks use, so teh MAF frequency table will need some adjusting if you use your stock aluminum bodies 75mm MAF.
look for some pinout assignment diagrams for your 1996 truck and for a 2001-2002 Express van or GMC Savanna Van. A vortec 350 uis a Vortec 350, even most of the wires are teh same coulur code between teh Vortec trucks and newer Vortec power vans with the 411.

The 0411 PCM swap is very doable. It is a very easy swap. Hog has given you some great info. The marine intake as also a popular upgrade. It allows you to use NORMAL style external injectors. P.M. me your E-Mail address if you want a copy of the wiring conversion file to put a 12200411 PCM into your truck.
