Ya a 3k stall will be fine pulling up to around 6k as long as you have a nice big trans cooler.

Id get a specked cam, long tubes, and a stall and you will be happy. If the cam is big enough to show a gain and your budget is up for it the intake will be nice too.

If you're really worried about smog, more compression gets you more power and less emissions.
