In the meantime do this so you will be a step ahead.
Ground the blue wire. Both fans should turn on low speed.
Apply 12v to the green wire. One fan should turn on high speed.
Now do both like mentioned above for each wire. Both fans should turn on high speed.

Mine does the same thing, one comes on high when AC compressor is on. The AC compressor cycles a lot.

Compressor runs if its on defrost or recirculate also, no matter what the button on the dash says. Other than it going with compressor I couldnt tell you what to look for. Good luck.
