Never checked the FPR asked about it once never got a good answer. Would it be ideal to change? Anyway to go about checking it before getting a new one.

did you ever check your fuel filter? IMO I would try to find a restriction, or wire problem. Maybe the pump has a bad ground?

...Bad grounds wouldn't "short out" the pumps but they would keep them from running. Since your pumps are running but have lessened output they're either wearing out too quickly (fuel to blame) or there is a restriction somewhere in the system....even the FPR or return could cause a problem.

Are you sure the FPR is OK?

I would.
Start at the bottom and work your way up with fuel system problems.
