They sense when the engine is making boost or at certain rpm levels
and increase voltage for that short time to increase pump output.

You dont want to increase pump voltage all the time, only when you
start to run out of fuel under normal conditions.

KenneBell really clued into this first with their "BoostAPump"
Its a great way to get an extra 10-20% out of a fuel pump for the short
burst you need from it "up top"
