What else is needed to run one of these turbo kits on low (below 6) boost. Is a boost controller needed? How about using water injection instead of an intercooler? I am trying to get an idea of a total cost besides the kit.

A boost controller is only needed if you want more boost then the spring in the gate is set up. YOu will need final exhaust, injectors and tuning. 6PSI and down no intercooler is needed, water injection could help.
Total cost is really different between customers. Depending on your parts list at the end, gauges, widebands, etc...
