Yeah....there's more to it than that but yes. Also there is a bulletin regarding water intrusion into the module from windshield leaks. Check for that too. The module is in a different place and Jake's. Yours is under the LH of the dash above and in front of the ALDL. The older ones are behind the headlight switch.
It was the encoder gear. Went to see a friend of a friend at a Pontiac dealer, and he told me it sounded like an encoder. He just so happened to have one off of an old job. He gave it to me for free, I slapped it on and bingo everything works! Coulda bought a lot of ammo for the amount I spent on the actuator...
