If you have a stock PCM and your cats are not working properly it will output an error/service engine soon light. If your PCM has been modified and the rear 02 sensor has been disabled you will not get the SES light. Also, if you have an 02 simulator installed in the rear sensor you will not get an SES light if the cat is defective. I believe the way it works with the PCM is the 02 sensor reads the 02 levels before and after the cat and compares the two. If they are the same, the PCM will turn on the SES code for a defective cat. I am not sure if it will show a plugged cat.
