What exactly are you trying to change?

Change the pulse per revolution from 4k to 8k

That's easy enough, change the output VSS signal in the tune:
SPEEDOMETER->GENERAL->VSS OUTPUT PULSES PER-> MILE= change from 4000 to 8000
