80e no first or no OD?

I just got done swapping a 4l80e in my 95rcsb and all is well except I'm only counting 2 shifts and converter lock up. It has 3.42 gears and turns ~2000 rpm a 55.
Does the converter only lock in OD? Or can it lock in 3rd?
Also, it seems its taking off in 2nd all the time. I can run ~70 before it ever makes its first shift, but the rpms seem high at cruising speeds. . I'm lost. Any better way to tell with a fairly loose 3200 stall?

Now it doesn't want to find any gear. I have to put it in park then slam it down to first (on gear shifter b&m floor shift) then back up to drive to go.
