Can't choose pics to upload

Ive done everything right so I thought I get to where it say choose pics and it wont let me click that button I'm using a iPad don't know if that's the problem any help thanks

If it's same as iPhone i had to download photobucket app

Download photobucket, upload pics to app, select pic, go to info button, copy the img
