4.3 - 5.3 99 silverado 2wd 4l60e

pulling my hair out here guys. I've got my conversion most of the way done. I've reset my vats and all of that good stuff but have no ignition in the start position. in the run position everything seems to be working great. it even fires the coils if I cross it at the starter. I didn't want it to start while cranking so I pulled the fuel pump relay, but I did check for fire and fuel all seems fine. I double checked all of my connections. the only thing I did notice was the 7 pin at the neutral safety switch looks a little rough but im pretty sure its making a good connection. can anybody fill me in on the progression of the ignition system on these things? id verrrry much appriciate it.
