The "knockouts" are just a plastic piece that can be put back in sometimes on NBS. The true knockouts were on OBS. It used to be an extra charge to take the knockouts out the first time on OBS trucks, but a lot of shops still charge people that fee on newer trucks even though it only takes a flick of the wrist with a screwdriver.
Instead of bitching out shop #1, you should have a talk with your buddy for pretending like he was doing you some big favor and bad mouthing the other shop.
And yes, if your caster and camber were in spec, there would be no reason for them to even mess with the adjusters in the first place.
Why did you have an alignment done in the first place? Did you replace some components or was there some sort of problem?
