you can buy a handle that doesn't have it or find one from a junker that doesn't have it.

Yeah, pretty easy, just remove the linkage to the cylinder and swap the handle.
Can you add a lock to the passenger side?
Might have to get a latch too, and they may not be the same as the 99-02 latchQuote:

i used a passenger side door handle from an 06 on my 99. quick fix
