can't post in classifieds?

I read in the classifieds that you to have at least 30 posts to list something, so doese that also mean you can not respond to anyones listings either? 99silveradodude is wanting to buy some gray headrests and I have some from a escalade, and would like to see if he's intrested but i can't respond to his post.
