That is total BS, it is really just another form of taxation.
The first time they pull over a lawyer, they'll have their butt handed to them.

Seriously though, sorry to hear that BS is happening in your area. I don't know if it applies to Canadian laws and regulations, but those C.A.R.B. (California Air Resources Board) certification stickers that come with many aftermarket parts could be handy in this situation. Say you have a C.A.R.B. sticker for an old Y-pipe, before you installed your current no-cat offroad pipe.......you could "convienently" forget to remove that sticker from under your hood, and the cop wouldn't know the difference. Even better of course, if you have a current smog inspection tucked away in your glove box that you can wave under his nose.

Basically it comes down to "as long as the engine is eqipped with it's original emissions equipment" I'm safe with my old truck it came with none, and since it's more than 20 years old it don't need a sniffer test. We are trying to fight it, protests at the track and so on, I'm questioning there authority to pull you over, in Ontario legally only police and Ministry of Transportation can pull you over, but these douchebags usually have law enforcement with them, last summer they sat outside the gates of the track and inspected every car, on a trailer or not
If its on a trailer how can they even look at it, if they tried to look at my stuff on a trailer they just might find a gun in there face...
Keep in mind, you're in Texas. The gov't pretty much does at it wants up here
