Stage 8 Locking bolts

I bought locking header bolts from summit last week. I recieved 12 normal retainers (pictured left) and 4 bent retainers (pictured right). What is the purpose of the 4 bent retainers? Thanks in advance! Sorry for the noob question! :laugh:
