Just to clarify it hasn't run yet? Have you had any of the inductive sensors out?

what cam sprocket are you using?
if using a Ls2 did you get the harness extension for the cam sensor in front of motor?

Ehhh....I don't know, I don't even know what a cam sprocket is? The block is an LQ4 with LS1 sensors/accessories/etc.

And no, it hasn't run yet. It just cranks.

i thought you said LS2, if LQ4 and still no rpm. then try a new cam sensor on back of motor.

but did you check to see if the crank sensor plug is plugged in?

are you getting power to the pcm?

I put a brand new cam sensor in before I put the motor in the car. Both the cam and crank sensor plugs are plugged in. And yes, the ECM is getting power.

    What is CAS?

can you verify if the rockers are moving? buddy of mine had this problem with his mustang. his dowel pin on the cam shear'd off so the cam would not turn. if your getting movement of the rockers and valves are opening then your fine at that point.

you can get a ohm meter and check for any break in the wires from pcm to cam plug
if the wire is good then check for voltage, and signal

also if you crank it enough and still get no rpms you should still get a code. scan it and see if you are indeed getting a code. this will help you narrow the problem down.

also if you had a vats issue the car would still fire but would instantly die. rpms would work and etc

The rockers are moving. My friend and I installed them and when we would move to another cylinder you could see them moving with the cam.

I'm gonna stick a new crank sensor in tomorrow and see if it fixes the problem. I was under the assumption the CRANK sensor being bad would cause all of this, not the CAM sensor? Can you verify?
